§ Mr. ForthInformation about the number of complaints received by the Health and Safety Executive (HSE) is available only for the last four years. A comparison of the number of complaints received in the period 1 April 1986 to 31 March 1987 and 1 April 1989 to 31 March 1990 indicates an increase of over 80 per cent. HSE's field operations division was established only on 2 April 1990 with a budget of £50.5 million for 1990–91.
