§ Mr. WakehamThe new home energy efficiency scheme, which will come into operation on 1 January 1991 is aimed specifically at low-income households. Its primary purpose is to increase the take-up of basic energy efficiency measures and to provide advice on ways in which those on low incomes can use energy more efficiently.
