§ Mr. WigleyTo ask the Secretary of State for Wales what guidelines are issued by his Department to local planning authorities in Wales as to the appositeness or otherwise of considering the financial viability of large scale development projects requiring planning permission prior to undertaking expensive consultation procedures in relation to the planning application.
