§ Mr. John PattenThe Government welcome the recent acknowledgement by the Soviet authorities concerning responsibility for the Katyn massacre. We are unaware of any allegations that any of the perpetrators of the massacre may now be living in the United Kingdom, and there is therefore no reason to broaden the terms of the Bill.
