§ Dr. Kim HowellsTo ask the Secretary of State for Employment if he will take steps to tighten the laws governing the responsibility of owners of industrial and commercial premises to ensure that sufficient security arrangements exist to prevent children venturing into potentially dangerous situations on those premises.
§ Mr. NichollsSection 3 of the Health and Safety at Work etc, Act 1974 already lays a duty upon every employer to conduct his undertaking in such a way so as to ensure, so far as is reasonably practicable, that persons not in his employ are not exposed to risks to their health and safety. Such care would include the provision of adequate security arrangements if this was necessary to prevent risks to the public.
