§ Mr. John EvansTo ask the Secretary of State for Transport if he will make a statement on road congestion in the 1990s and the cost to the economy.
§ Mr. PortilloI refer the hon. Member to my hon. Friend's reply of 6 March, volume 65, columns545-46. We are concerned about the economic effects of congestion, and about the consequences for the environment and road safety. We have doubled the road programme to increase capacity on existing motorways and other strategic routes.
