§ Mr. Michael SpicerDuring the period from 1981, when the scheme started, to the end of 1988–89, 26 per cent. of all those who were nominated by their local authority for rehousing elsewhere were successful in moving to their area of choice; a further 7 per cent. are still on waiting lists.
