1.The figures shown for Greater London for the years 1983–84 to 1985–86 refer to spending on principal roads for which the Greater London Council were responsible. At that time London Boroughs were only responsible for non-principal roads. Following abolition of the GLC the London Boroughs took over the responsibility for principal roads.
2.Up to and including 1985–86 the Metropolitan Counties were responsible for local roads. From 1986–87 this responsibility passed to the Metropolitan Districts upon abolition of the Metropolitan Counties. This is reflected in the table above.
