§ The Prime MinisterPresident Bush has conveyed to me his views that the streamlining of the COCOM control lists goes hand in hand with the enforcement of, and compliance with, the controls. I have made clear that I agree that we need still to guard our fundamental security interests while ensuring that the COCOM control lists deal with items which have been identified as genuinely critical.
