To ask the Secretary of State for Social Security what is the most recent estimate of the cost to the national insurance fund of the 2 per cent. inducement under section 7 of the Social Security Act 1986 in 1989–90 and 1990–91; and how much of the cost relates to payments in respect of 1987–88, 1988–89 and 1989–90, respectively.

I refer the hon. Member to the reply given to her on 30 October at column51. The figure of £720 million relates to £350 million for 1987–88 and £370 million in 1988–89. The Government Actuary will be producing his latest estimates in his forthcoming report on the contributions rerating order.
