To ask the Chancellor of the Exchequer what powers the Federal Reserve Banks in the United States have which it is not proposed to accord to any comparable institution in the member states under the Delors proposals.

I refer the hon. Member to my right hon. Friend's statement in the House on 2 November at columns 490–91 which made clear the Government's fundamental objection to the Delors approach beyond stage 1.
