Mr. Straw

To ask the Secretary of State for Education and Science (1) if he will list in theOfficial Report tables showing (a) the total amount bid for schools' capital expenditure by local education authorities, (b) the total amount allocated by his Department, and (c) the percentage of (b) over (a), broken down by (i) county and voluntary controlled schools, (ii) voluntary aided schools and (iii) all maintained schools, for each financial year from 1974–75, and in constant and current prices, and showing the percentage of each year's allocation represented by (1) basic needs and (2) reorganisations;

(2) if he will list in the Official Report tables showing the capital allocation for each local education authority in England made by his Department for capital expenditure for (a) county and voluntary controlled schools, (b) voluntary aided schools and (c) all maintained schools, the amount of the bid in respect of each such allocation, and the percentage which each allocation bears to its respective bid, in current prices and in constant prices for each year from 1984–85 to 1989–90.

Allocations for county and voluntary controlled schools are unhypothecated which means that specific amounts for basic need or school reorganisations are not indicated. It is therefore for each LEA to decide how its allocation should be used and LEAs can also look to receipts and to other flexibility available under the capital control system when determining their level of expenditure on education. For the years before 1984–85 the Department does not hold separate figures in respect of allocations for schools, but only combined figures for schools and further and higher education. Table A therefore shows LEA plans for expenditure on schools and colleges, the allocations given and the percentage which each allocation bears to the respective plans for the years 1981–82 to 1989–90. Prior to 1981–82, local education authorities did not receive block allocations, but were notified annually in the context of a rolling programme, of a limit on the value of building starts in the following year. The Department provides grant-aid for capital projects undertaken by the governors of voluntary aided schools, and table B shows LEA plans for such expenditure and the allocation given. Since the allocations include sums for committed expenditure on projects from earlier years, in addition to projects which figure in LEAs' and governors' plans, a percentage comparison of the two is misleading.
