§ Mr. Alan HowarthMy right hon. Friend welcomes Her Majesty's inspectorate's report on the lower attaining584W pupils programme (LAPP). He attaches great importance to the monitoring and evaluation of the programmes within his Department's remit, and has noted carefully t he observations made by the inspectorate about the monitoring of the LAPP. The lessons learnt from that programme are reflected in the procedures for the monitoring and evaluation of his current specific grant programmes, education support grants and the LEA training grants scheme.
