§ Mrs. Gillian ShephardThe community charge transitional household relief scheme for England announced by my hon. Friend the Member for Wirral, West (Mr. Hunt) on 11 October will have a considerable impact on the numbers of people who will get community charge benefit. Detailed work on these estimates has not yet been completed. I will write to my right hon. Friend after the Government's public expenditure plans for 1990–91 have been made public. In broad terms between a quarter and a third of those liable to pay the full community charge will be entitled to community charge benefit.
