§ Mrs. ChalkerOur criteria for allocating bilateral aid are set out in the Government's observation on the 1987 FAC report on bilateral aid, Cm. 225. Indebtedness by itself is not a reason for providing aid. In the context of support for economic policy reform the level of debt servicing obligations a country has to meet, after any debt rescheduling or relief, is one of the factors taken into account on deciding on the level of bilateral aid provision.
