§ Mr. Chris PattenWe oppose schemes in developing countries where environmental concerns are likely to be dealt with inadequately or which have unacceptable environmental costs; however, we do not have a veto on Community aid projects as they are decided by qualified majority. We favour the use of aid available under the Community's programmes for measures to promote the sustainable management of tropical forests.
