To ask the Secretary of State for Energy when he expects to announce firm proposals for the neighbourhood energy action programme.

The measures announced by my right hon. Friend the Secretary of State for Employment on 10 February were designed to help overcome the difficulties which some community insulation projects faced in making the transition to employment training. We are now in the process of monitoring the impact of those measures on the project network.
