§ Mr. Peter LloydThe Government's proposals in the Local Government and Housing Bill for a new financial regime for local authority housing in England and Wales provide for a new housing revenue account subsidy to replace a number of existing central Government subsidies, including rent rebate subsidy. Where the subsidy assessment shows that an authority would, in other respects, be capable of making a surplus on the account, this surplus would be offset against the housing revenue account subsidy. With this exception, rent rebate expenditure would continue to be funded by the Exchequer. Subject to parliamentary approval of the Bill, the new arrangements would take effect from 1 April 1990.
