To ask the Secretary of State for Social Security what is the average total cost to his Department of the administrative procedures which occur between a refusal of benefit by an adjudication officer and the implementation of a decision by the Social Security appeal tribunal.

A typical case where, for example, income support is refused by an adjudication officer and subsequently allowed by the Social Security appeal tribunal, will incur local office administrative costs of about £90. This figure excludes administrative costs incurred by the office of the president of Social Security appeal tribunals which are the responsibility of the President, His Honour Judge Byrt QC. The hon.
