asked Her Majesty's Government:

Whether they will give an assurance that if any financial assistance is given to BR over and above the financial framework set by Section 42 of the Channel Tunnel Act in respect to any link with London, they will also give similar assistance to the rest of the country, in particular to a link between Seaforth container terminal and the tunnel.

Section 42 rules out government subsidies for British Rail investment in rail links to the Channel Tunnel, whether from London or from anywhere else in the country.
