Which members of the Council of Europe and signatories of the European Convention on Human Rights have still to sign or ratify the Convention on the Repatriation of Sentenced Persons, and whether they will encourage ratification by all means at their disposal.
The Minister of State, Home Office (Earl Ferrers)Seven member states of the Council of Europe and signatories of the European Convention on Human Rights have signed the Convention on the Transfer of Sentenced Persons but have not yet ratified it: Belgium, the Federal Republic of Gemany, the Republic of Ireland, Italy, Liechtenstein, Norway and Portugal. (Italy and Norway are expected to ratify shortly.) Three—Iceland, Malta and San Marino—have still to sign the convention. We take every appropriate opportunity to encourage ratification.
