In England and Wales on 1 January 1989 there were (a) 63 stipendiary magistrates and (b) 28,211 lay magistrates.
Stipendiary magistrates regularly sit in Birmingham, Cardiff, Doncaster, Kingston upon Hull, Leeds, Liverpool, London, Manchester, Merthyr Tydfil and Aberdare, Pontypridd, Salford, Sheffield and Wolverhampton. When necessary a stipendiary magistrate has been authorised to sit in another area for a period.
