To ask the Secretary of State for Scotland when he will publish the Scottish commentary on public expenditure.

§ Mr. Rifkind
My Department is issuing today "Public Expenditure to 1991–92: A Commentary on the Scotland Programme". I have, as in previous years, arranged for a copy to be sent to each Scottish Member. Copies are also being placed in the Library.
