What was the finding of the Police Complaints Authority in respect of Mr. Barton's complaint against the police (Official Report, 9th November 1988, col. 719).

I understand that Mr. Barton's complaint is still under investigation. The investigation is being supervised by the Police Complaints Authority under the provisions of the Police and Criminal Evidence Act 1984.
