Whether as stated by the Prime Minister on 6th June (Official Report, Vol. 154, No. 115, col. 16), the people of Hong Kong today have a "free democratic system".

By any standards Hong Kong is a remarkably free society. We are continuing to press ahead with the development of democracy in Hong Kong at a pace which commands the confidence of the community as a whole.
