§ Mr. DalyellTo ask the Prime Minister where responsibility will lie for ensuring that the terms of the new guidance on conventions on Government publicity issued by the Cabinet Office will be fully observed; what disciplinary system has been put in place to ensure that any breaches of the guidance are effectively punished; and whether any grades of official or specific post-holders are exempt from the requirements of the new guidance.
§ The Prime MinisterResponsibility for ensuring that the conventions on Government publicity are fully observed rests with individual Ministers and their Departments. Ministers are answerable to the House for the actions of their Departments in relation to publicity as to other matters. Officials are subject to the general principles of conduct governing civil servants.
