To ask the Secretary of State for the Environment whether he will ensure that rate support grant reflects the call for local authorities to invest in programmes to achieve the targets set in the "Health For All By The Year 2000" programme.

It is for local authorities to decide to what extent the targets outlined in the WHO "Health For All By The Year 2000" programme should be reflected in their plans and priorities. Rate support grant is unhypothecated and provides support for local authority spending on all services.
