§ Mr. WaldegraveWe shall attend the proposed Moscow human rights conference in 1991 only if there is a further sustained improvement in the human rights situation in the Soviet Union. While there has been progress in the past six months, significant problems remain—in particular the plight of long-term refuseniks who are still not allowed to emigrate.
