§ Mrs. Virginia BottomleyInternational co-operation to protect the ozone layer is primarily through the Vienna convention on the protection of the ozone layer and the Montreal protocol on substances that deplete the ozone layer. Although not all eastern European countries are parties to these agreements, all are invited to meetings of the parties, and all attended the recent Helsinki meeting of the parties to the Montreal protocol. They were invited to the saving the ozone layer conference in London in March, and all but one attended.
