To ask the Secretary of State for the Environment whether he will list the estimated council rent rises assessed by his Department on the formula relating them to local house values.

[holding answer 21 July 1989]: The policy announced by my right hon. Friend the Secretary of State on 14 June concerned a proposed mechanism for determining annual rent guidelines for local authorities by reference to the value of their housing stock. The mechanism does not in itself imply any particular levels of rents.
