§ Mr. KirkwoodTo ask the Secretary of State for Health how a refusal by a person or a parent to have or allow an immunisation or smear despite repeated requests from the general practitioner will be counted under the new contract.
§ Mr. MellorIt is important that all children should be immunised and all eligible women should have smear tests taken. We recognise, however, that in a few cases it may be impossible for a doctor to carry out these procedures because the patient cannot be persuaded. The target levels that we have set reflect this, and there is no need to make any additional allowance for such cases in the calculation of coverage for payments purposes.
