§ Mr. John PattenThe latest available information, which may be incomplete, relates to the period 1983 to 1986; in each year fewer than 20 persons were found guilty of offences under the orange badge scheme. After 1986 these offences were not separately indentifiable in the records of court proceedings collected centrally.
