§ Lord James Douglas-HamiltonThe Scottish Home and Health Department has a central purchasing policy for security and surveillance equipment to be acquired through its prison building division. The procedures involve multiple tendering. These procedures apply to all establishments and were in force in 1986. In exceptional circumstances, single tender action can be implemented provided that it complies with the rules of public accounting.
