§ Mrs. RumboldAt my right hon. Friend's request, the National Curriculum Council has been considering the framework for the primary curriculum. The council published non-statutory guidance on 30 June and copies have been sent to all maintained schools, local education authorities and others. The organisation of classes is a matter for local discretion. The council's guidance explains that there is a variety of ways in which pupils may be grouped, depending on the circumstances in each case.
