To ask the Secretary of State for the Environment what would be the level of increase in expenditure which could be set by the Leeds city council in 1989–90 if the increase in the rates was kept within 5 per cent. and the council made the same use of balances as in 1988–89.

It is estimated that, with a 5 per cent. increase in rates next year, Leeds city council could increase expenditure in 1989–90 by about 5 per cent. (£17 million), if it made the same use of balances as in 1988–89.
