To ask the Secretary of State for Employment what progress has been made in setting up a non-statutory scheme to replace section 119A of the Factories Act 1961.

A consultation paper containing proposals for a new scheme to ensure that young people with disabilities are not placed in unsuitable employment or training has been circulated for comment to a wide range of interested organisations.
