Figures available for people dealt with at court or cautioned are published regularly and 1987 figures can be found in chapters 5 and 7 of "Criminal Statistics, England and Wales, 1987". Also, figures for people whose offences are settled by compounding or who are given informal warnings can be found in the Home Office statistical bulletin "Statistics on the Misuse of Drugs 1987".
