asked Her Majesty's Government:

To state, from the earliest available date to the latest available date, annual or twice-yearly estimates of the number of people in this country who were (a) HIV-positive, and (b) HIV-positive but not homosexual, bisexual, intravenous drug users, or haemophiliacs.

My reply to the noble Lord of 15th December 1988 at col. 1117 referred to the estimates set out in the report of the Working Group on Short Term Prediction of HIV Infection and AIDS in England and Wales for both the total number of infected people at the end of 1987 and infection in those thought not to be homosexual, bisexual, injecting drug misusers or haemophiliacs. These estimates were based on the most up-to-date information available. Owing to the limitation on data previously available, no reliable estimates could be given for earlier periods.
