§ Dr. MarekTo ask the Chancellor of the Exchequer if, pursuant to his answer of 6 February,Official Report, column 548, on value added tax zero rates, if he will list those matters still under discussion.
§ Mr. Lilley[holding answer 16 February 1989] : The principal matter still under discussion with trade representatives is the question whether gas and electricity bills below a certain level should be eligible automatically for zero-rating, in the same way as is proposed for certain small scale deliveries of coal, oil and liquified petroleum gas. Interested trade and professional bodies have also been asked for technical comments on the draft legislation.
