§ Mr. Douglas HoggUnless the police have reasonable grounds to suspect that a person is committing or has 761W committed a criminal offence they can stop him and require him to give his name and address only if he is the driver of a motor vehicle (under the Road Traffic Act 1972) or arriving at a port (under the Prevention of Terrorism (Supplementary Temporary Provisions) Order 1984 and its Northern Ireland equivalent).
