§ Mr. Kenneth ClarkeThe White Paper "Working for Patients" (Cm. 555) explains that it will be open to a variety of interests either to initiate an application to establish an NHS hospital trust or to respond to an initiative taken by the Secretary of State. I will shortly issue a working paper giving further information about the plans for NHS hospital trusts.
