§ Mr. Kenneth Clarke[holding answer 3 February 1989]: Work on the review was undertaken as an integral part of the Department's contribution to Government business, and the manpower costs involved are not separately 643W identifiable. The estimated cost of the launch including the exercise of communicating with NHS staff and discussing the review's conclusions with them is £1,250,000.
