§ Mr. MaudeAt Soviet suggestion, the three western ambassadors met the Soviet ambassador on 11 December. Discussion focussed on western proposals, originally presented to the Russians in 1987, for a package of improvements for Berlin. The Soviet ambassador made some more general remarks about developments in Europe. All parties agreed on the importance of stability.
