asked Her Majesty's Government:

Pursuant to Lord Hesketh's answer on 7th February 1989 (HL Debs col. 1546) whether an "environmental assessment" was carried out before the Treasury took its decision not to allow public funds of any kind for the Paddington/ Liverpool Street Crossrail Underground link; and whether they will publish an account of the assessment which shows the costs, environmental and other, of not constructing such a link.

The decision taken on the East-West Crossrail proposal was not that it did not justify support from public funds but that further work was required in order to determine whether that line or another of the CLRS proposals should be brought forward first. An environmental assessment will be prepared for whichever line is selected.
