HC Deb 18 December 1989 vol 164 c5W
Mr. Kirkwood

To ask the Secretary of State for Transport whether he has any plans to introduce a national corporate orange badge scheme to enable essential medical staff to park to visit disabled people in city centre areas.

Mr. Atkins

Arrangements already exist whereby police and traffic wardens exercise discretion in respect of parking controls where doctors or nursing staff on urgent visits display the authorised British Medical Association badge. We are not aware of any reasons to extend these arrangements.

By contrast, the orange badge scheme conveys specific parking concessions to enable severely disabled people themselves to get close to their destinations.
