§ Lord James Douglas-HamiltonNo. The progressive establishment of local authority emergency control centres features in regular discussions between the Scottish Home and Health Department and local authorities. Almost all Scottish authorities have designated emergency control premises, some of which are fully operational. Others require further work to meet the minimum standards set in departmental guidance.
