§ Mr. ChopeUnder the Local Government and Housing Act 1989 we are introducing a new system of renovation grants which will enable local authorities to assist householders to carry out a range of measures to improve the energy efficiency of their properties. There will be no limit on the proportion of their housing resources that councils will be able to devote to these purposes.
