§ Mr. Maude[pursuant to the reply, 4 December 1989, c. 26]: No figures are available for the number of orphans in the camps in Hong Kong, but there are estimated to be about 1,000 unaccompanied minors. The Hong Kong Government are discussing with the UNHCR the establishment of special procedures under the comprehensive plan of action for dealing with unaccompanied minors, with the aim of identifying the most humane and appropriate course in each individual case. This might mean repatriation where the child's parents or closest relatives are in Vietnam, or resettlement where the nearest family ties are overseas.
