§ Mr. Forth[holding answer 30 November 1989]: The regulatory framework for telecommunications is established by the Telecommunications Act 1984 and certain policy statements made at that time. I have no current plans to make significant changes to this framework. I shall, however, continue to look for further opportunities within the framework for increasing competition.
