§ Mr. AtkinsAs I told the hon. Member for Kingswood (Mr. Hayward) on 23 November, preparation of the legislative changes is well advanced. We have issued consultation papers on driver re-testing, vehicle prohibition and the use of technology for enforcement. This legislation will be brought forward as soon as time is available.
86WWe have already taken powers to extend the high risk offenders scheme and are consulting the police and other interested organisations on improvements to the operation of the road traffic legal system which do not require changes to the law.
